A relevância desta variação negativa da produção, apesar de alguns sinais encorajadores de tímida retoma do investimento privado, sobretudo investimento privado estrangeiro na área dos edifícios residenciais e não residenciais, continua a encontrar o seu fundamento na redução explícita do investimento público. O desemprego no sector situou-se em cerca de 14,2 % do total de desempregados inscritos nos centros de emprego (dados AECOPS), registando uma redução de 1% face ao ano anterior (15,2 %), estimando assim que cerca de 75 mil das pessoas desempregadas eram ativas neste sector o que também é plenamente demonstrativo das dificuldades vividas e da diminuição do peso da Construção Civil na economia nacional. A produção de edifícios residenciais, já quase inexistente, continuou em 2014 a evidenciar um comportamento negativo desastroso, atingindo -10 % em termos reais, que, para correta análise, se deverá adicionar aos indicadores negativos acumulados desde 2000, fazendo corresponder à quebra de produção, só neste segmento, a -80 %, o que atesta o enorme tombo do mercado de habitação nova.
